Dear Sir,
Your letter has given me much pleasure by informing me that the disarmament question is to be brought very soon before parliament. I have no doubt the present ministry will act justly with the natives. I have begged of Mr Coillard who is presently in Switzerland, but had, I knew, received recently letters from Basutoland, to state the present state of things there. He has sent in answer the inclosed which I hasten to forward.
